The campaign is designed to establish and strengthen a permanent endowed scholarship at LLCC. Investment earnings will support students pursuing careers in criminal justice and law enforcement.

Phil's children and their spouses have collectively continued that commitment through decades of emergency response, 911 communications, healthcare, and public service.
